Inflate a balloon to the desired bowl size and tie it off.

In a mixing bowl, combine 1 part flour with 2 parts water to create the paste.

Tear the newspaper into strips about 1 inch wide.

Dip each strip into the flour paste, removing excess paste before applying it to the balloon.

Cover the balloon with overlapping strips of newspaper until it is fully covered with at least 3 layers.
